Federalism Implications
This interim final rule by the department of veteran's affairs removes its exclusions on abortion/abortion counseling from its medical benefits package for veterans and CHAMPVA recipients. This would allow beneficiaries to receive abortion services regardless of whether or not the state they are residing in has restrictions against it under certain circumstances.
